They are a natural spillway to release excessive water from the Gunlock Reservoir. Since this reservoir is in a desert area, there can be several years with no overflow. leaving this spillway bone dry. When the spillway is flowing it's quite the occasion and attracts many sight seers, hikers and cliff divers to the area.
